Prepare your baking dish with olive oil, then slice your tomatoes and zucchini into 1/4" rounds. Lightly season with salt and black pepper.
Layer these in a baking dish alternating each vegetable until the dish is filled. Then, drizzle with oil and seasonings.
In a bowl, combine the flour, butter, and parmesan until it makes small crumbs. Then, sprinkle over the casserole before baking.
